Project Tasks and Responsiblities
3e provided regulatory and technical support to ensure Department of Energy compliance with a Consent Agreement between DOE and the California Department of Toxic Substance Control (DTSC) for the Former Naval Petroleum Reserve No. 1 (NPR-1) in Elk Hills, CA. To begin the project, 3e prepared a RCRA Facility Investigation (RFI) Work Plan for one Area of Concern (AOC), which included a Health and Safety Plan, Conceptual Site Model and Community Profile. In addition, 3e prepared a Quality Assurance Project Plan (QAPP) for RFI activities at the Former NPR-1. 3e also prepared Strategy Documents for various AOCs which summarize previous investigations and provide recommendations for further investigation, remediation and/or release from Corrective Action. 3e reviewd field support contractor work products including Statements of Work, Sampling Plans and Work Plans. 3e prepared a Discussion Document to define the Hydrogeologic setting of the Elk Hills Reserve site which included the compilation of GIS layers and water quality and elevation data for area source wells and a programmatic approach for the evaluation for groundwater migration pathway for each AOC, as well as an Access database to track information on AOCs and deliverables for use by DOE.
