Roanoke Brownfields
3e Consulting, Inc. developed a combined Remedial Action Work Plan and Assessment of Brownfield Cleanup Alternatives (ASCAP) on behalf of the City of Roanoke’s brownfield development program. The site was comprised of a 7-acre property with a 60-year history of scrap metal processing and storage operations. Major contaminants of concern were lead and arsenic in surface soils across most of the site, combined with PCB impact at isolated areas.
A significant aspect of this project was the performance of a bench scale study to determine the most applicable lead and arsenic stabilization agent and appropriate application rate for areas with metals impact and areas with combined metals and PCB impact. The bench scale study also analyzed what, if any, effect the presence of PCBs would have on the selected stabilization compound or application rate; thereby allowing disposal of the PCB impacted soil to a Subtitle C landfill once it was rendered non-hazardous for lead and arsenic.
The remedial plan included in-place treatment of hot spot areas with the lead stabilization compound to render soil non-hazardous with respect to metals prior to excavation and off-site disposal, thereby preventing RCRA TSD site status. Appropriate PCB endpoints and verification soil sampling procedures were drafted that would allow excavation of PCB impacted soil under TSCA Self-implemented cleanup.
