Virginia Department of Transportation Facility Compliance
3e Consulting, Inc. is the prime consultant with VDOT for a 3-year on-call contract for statewide environmental compliance services. The project focuses on helping over 300 of VDOT’s District offices, residences, area headquarters, maintenance facilities, and other facilities with environmental compliance. The work includes the following:
- Environmental compliance audits of over 300 facilities throughout Virginia including compliance with CERCLA, RCRA, CWA, OPA, CAA, TSCA, FIFRA, and all Virginia environmental laws and regulations including stormwater, wastewater discharges, wetlands, hazardous and solid waste
- Assistance with environmental issues and risk management related to salt storage and salt impacts
- Environmental compliance training and development of training manuals
- Development of a compliance tracking database using ACCESS and GIS
- Pollution Prevention Assessments
- Assistance with E2/E3 studies and certifications
The first task involved comprehensive environmental compliance tasks of 30 facilities located throughout Virginia, including district headquarters, residency offices, and maintenance facilities. 3e also developed an ACCESS-based database for the results of the environmental compliance database. 3e also hosted an Internet based link for the environmental compliance database.
Virginia Department of Corrections Facility Compliance
3e assisted the DOC in negotiating a settlement with EPA and implementing a statewide compliance audit and corrective action plan for regulatory deficiencies at 23 facilities and a Supplemental Environmental Plan as part of the settlement. The work included regulatory compliance audits, pollution prevention assessments, development of RCRA required Emergency Contingency Plans, SPCC and hazardous waste training, VPDES stormwater permit compliance assessment, preparation of RCRA Contingency Plans and biennial reports for hazardous waste, EPCRA Tier II reporting at two sites, UST and AST registration, closure, monitoring and inspection compliance, CAA compliance, EPCRA filings and Tier II reporting, and development of budgets for compliance.
3e provided technical support for the Supplemental Environmental Plan (SEP) including pollution prevention plans for the settlement and creation of a new Pollution Prevention Unit for the DOC. The compliance assessments and correction action were performed on all operations including Virginia Correctional Enterprises, Department of Correctional Education, agricultural operations, facility operations, and water and wastewater treatment plants. The work also included training for petroleum storage tank inspection and monitoring for SPCC Plans, hazardous waste compliance and biennial reports, and VPDES stormwater permitting compliance under the EPA /DEQ MS-4 program.
Southeastern Bus Garage Improvements, Washington DC
3e was responsible for a complex property assessment and risk assessment of the old Washington D.C. Village, which is a former hospital/mental institution. Our client was acquiring the property and associated buildings for construction of a bus garage. 3e completed a comprehensive environmental investigation which included investigation for subsurface petroleum contamination, hazardous chemicals within the buildings including X-ray developers, pesticides, and solvents, identification of PCB in transformers, over 300 asbestos samples, 200 lead paint samples, mercury containing ballasts, bird guano (analyzed for histoplasmosis), medical waste, lead shielding in the X-ray room, mold, and contaminated sediment in the storm and sanitary sewers.
3e also prepared an odor assessment to determine the risk from odor from the adjacent Blue Plains Wastewater Treatment Plant and developed Best management Practices to reduce the potential for odor to impact the employees at the new building. 3e prepared remediation plans and bid documents for the remediation of the site (RCRA waste, UST closure, TSCA regulated waste and FIFRA regulated waste) and developed the specifications for the bid documents.
